Svečanost otvaranja Technical Support Instrument projekta „Jačanje kapaciteta za provedbu procjene učinaka propisa“

U prostorima sjedišta Predstavništva Europske komisije u Republici Hrvatskoj 14. siječnja 2022. godine svečano je započeo projekt „Jačanje kapaciteta za provedbu procjene učinaka propisa“. 

 

Projekt će omogućiti Uredu za zakonodavstvo Vlade Republike Hrvatske, tijelima državne uprave te Hrvatskoj regulatornoj agenciji za mrežne djelatnosti (HAKOM) praktičnu primjenu procjene učinaka propisa, razvoj boljih propisa i donošenje optimalnih odluka u interesu građana i gospodarstva.
 
Projekt pruža tehničku potporu koju osigurava Glavna uprava Europske komisije za potporu strukturnim reformama, a sufinancira ga Europska unija u okviru Instrumenta tehničke podrške i njemačko Savezno ministarstvo gospodarstva i energije.
 
Otvorenje su pratili predstavnici tijela državne uprave te predstavnici dionika na tržištima koje regulira HAKOM, a prisutnima su se obratili g. Kaspar Richter, predstavnik Europske komisije, dr. Heinz Hetmeier, predstavnik Saveznog ministarstva gospodarstva i energije Savezne Republike Njemačke (Bundesministerium für Wirtschaft und Klimaschutz), Nataša Mikuš Žigman, državna tajnica u Ministarstvu gospodarstva i održivog razvoja, Zvonimir Savić, posebni savjetnik predsjednika Vlade Republike Hrvatske za ekonomska pitanja i Tonko Obuljen, predsjednik Vijeća HAKOM-a. Ovom prilikom voditelj projekta, dr. Charalampos Koutalakis, predstavio je ciljeve, a Boris Zelenika, predstavnik Ureda za zakonodavstvo Vlade Republike Hrvatske te Ivo Majerski, predstavnik HAKOM-a, najavili su ključne aktivnosti projekta.
 
Cilj projekta, u dijelu Ureda za zakonodavstvo Vlade Republike Hrvatske, razvoj je zakonodavstva i metodologije za provedbu naknadne (ex-post) procjene učinaka propisa te jačanje kapaciteta tijela državne uprave za njenu praktičnu primjenu, dok će drugi dio projekta omogućiti HAKOM-u stvaranje praktične metodologije i seta alata za provođenje procjene regulatornog djelovanja na tržištima elektroničkih komunikacija, poštanskih usluga i prijevoza željeznicom. Projekt također predviđa da se rezultati i znanja prenesu tijelima javne vlasti.
 
Glavni korisnici su Ured za zakonodavstvo Vlade Republike Hrvatske i Hrvatska regulatorna agencija za mrežne djelatnosti tijelo za mrežnu industriju.
 
Projekt zajednički provodi Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) u suradnji s Glavnom upravom Europske komisije za potporu strukturnim reformama.



The project „Strengthening the implementation of regulatory impact assessment in Croatia“ was officially launched at the European Commission Representation Office premises in the Republic of Croatia on 14 January 2022. The project will enable the Government Legislation Office of the Republic of Croatia (GLO), state administration bodies, and Croatian Regulatory Authority for Network Industries (HAKOM) to perform practical regulatory impact assessment, develop better regulations, and make optimal decisions in the interest of citizens and the economy.
 
The project provides technical support provided by the Directorate-General for Structural Reform Support of the European Commission and is co-financed by the European Union under the Technical Support Instrument and the German Federal Ministry of Economic Affairs and Climate Action.
 
The opening ceremony was attended by representatives of state administration bodies and representatives of stakeholders in the markets regulated by HAKOM and the audience was addressed by Mr. Kaspar Richter, representative of the European Commission, Dr. Heinz Hetmeier, representative of the German Federal Ministry of Economic Affairs and Climate Action (Bundesministerium für Wirtschaft und Klimaschutz), Nataša Mikuš Žigman, State Secretary at the Ministry of the Economy and Sustainable Development, Zvonimir Savić, Special Adviser to the Prime Minister of the Republic of Croatia for Economic Affairs and Tonko Obuljen, President of the HAKOM Council. On this occasion, the project leader, Dr. Charalampos Koutalakis, presented the project objectives, and Boris Zelenika, a representative GLO and Ivo Majerski, a representative of HAKOM, announced the key activities of the project.
 
The aim of the project, in the GLO  part, is the development of legislation and methodology for conducting ex-post impact assessment and strengthening the capacity of state administration bodies for its practical application. The second part of the project will enable HAKOM to create practical methodologies and toolkit for conducting regulatory performance assessments in the electronic communications, postal services, and rail transport markets. The project also envisages the transfer of results and knowledge to public authorities.
 
The main beneficiaries are the Government Legislation Office and Croatian Regulatory Authority for Network Industries.
 
The project is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) in cooperation with the Directorate-General for Structural Reform Support of the European Commission.
